10 most controversial songs

A survey was conducted by PRS, which is an organization that collects royalties for singers and songwriters, that revealed the top 10 most controversial songs, Now, this survey was conducted in the UK, so the list is according to the British public. Prodigy's "Smack My B*tch Up" was number one on the list, for obvious reasons, but what I don't understand is why Frankie Goes to Hollywood's "Relax" made it to number 3 list.
