A mayor was shocked during an interview when the female journalist pulled down her dress and exposed her breasts. Canadian Politician Walter Gray was being asked about the legality of women exposing their chest in public for Go Topless Day when writer Lori Welbourne exposer herself. Prior to this she had asked what would happen if she did take off her clothing. While Gray was formulating an answer he was interrupted by her asking him to hold her microphone. The mayor later told the journalist it was perfectly legal for a woman to be topless.
